[Product] Call for PWG Volunteer CPLs

In our meeting summary below we made a call for volunteer CPLs.
I thought it might be helpful to also define the role of CPL. Here¹s my
stab:
Cross Project Liaison - These are standard OpenStack positions[1] within
cross project groups (such as the Product Working Group). Their function
is to be the primary two-way liaison for all work between the cross
project group and their assigned target project. For instance, the Docs
CPL to Nova is the primary point person for documentation questions about
Nova and keeps docs informed about Nova happenings. CPL¹s attend the
target project groups meetings and provide a communication channel between
the target and cross project groups.
As a PWG CPL you would, as noted above, attend target project meetings and
also drive, but not write or develop, blueprints from the PWG tracked User
Stories which pertain to the project. It¹s expected that you would provide
regular feedback on update from the target project as well as help develop
the roadmap for that project via coordination with the PTL.
Target Projects we are still looking for CPL volunteers for:
* Neutron
* Manilla
* Ceilometer
