[Openstack] Fuel 9.2 - Need to Scale Out Controllers

I've never done it myself and I strongly suggest you test before doing this
on a production environment but the general process would be to bootstrap
two new nodes, assign them the controller role in Fuel and click deploy
changes. This will kick of a puppet run on all nodes that will make the
necessary changes.
