Hi
When I'm running neutron tempest api v2 tests . There is issue with all Admin user test-cases for creating resource with "empty/invalid" tenant ids are failing with backend driver (say NetScaler) there is validation for resource attributes and it raises BadRequest which is translated as "Driver Internal Error" at Plugin Layer."

Is there a fix for this ?
