[Openstack] Ocata vm instance is not booting

Hi,

The current issue observed in Openstack Newton /Ocata is that the VM
launches successfully and is running in active state but, the vm fails to
boot.


The sys logs are as shown below.

I have also attached a snapshot of the error.
