Hi Gideon,
Support for nested containers is not merged into kuryr repository yet.
You can try to experiment with this patch:
https://review.openstack.org/#/c/402462/
As for the proper devstack settings for such environment, the 'undercloud'
and 'overcloud' devstack settings will be added to this patch.
Meanwhile you can check the similar patch that adds nested containers
support for Kubernetes:
https://review.openstack.org/#/c/410578/ and use the instructions in README.

For any issue you may run into, try to get assistance at  #openstack-kuryr
IRC channel.
