There's not a way to configure Horizon to do what you want, so you'd have to write custom code to do that. Also, there are security considerations to do it. Note that the default v3 keystone policy[1] doesn't allow just any user to list all domains in the cloud. The list of domains is potentially information you wouldn't want an attacker to have, and if the list is on the Horizon login screen, anyone can see it.
