Yes!

http://docs.openstack.org/developer/swift/overview_ring.html#fractional-replicas

Set the replica count to 2.1 then 2.2 then 2.3 etc until you get to 3. That will allow you to gradually change the replica count over time to prevent the cluster from immediately trying to create a new replica of 100% of your data.
