Installing OpenStack on Windows is not a very good idea.
First of all, OpenStack must be run on Linux. It requires a lot of internal features, provided by Linux, which Windows simply doesn’t have.
Second, If you’d like to start, please refer to this:

It describes all necessary steps.

Unfortunately in your use-case it will be pretty difficult to do anything.
I would suggest installing Virtualbox or similar, then install any Linux on VM, and on top of this run devstack: http://docs.openstack.org/developer/devstack/ <http://docs.openstack.org/developer/devstack/>
