Spun up a Kilo release, also worked without errors when instance was booted
from a Glance image.

However looking around some more I found this: https://bugs.launchpad.net/
nova/+bug/1492716
I wounder when you boot your instances, are they booted from Glance
image(s) or from Cinder bootable volume(s)?

Sure enough it fails, on Kilo as well as on my Mitaka system, if instance
was booted from a Cinder volume then paused then try to create a snapshot.
Horizon error:* Error: *Unable to create snapshot.

I guess if this is also your use case in which the instance is booted from
a Cinder volume, your stuck :(
Wait some more time for this to trickle down /  update your system.

Or if possible boot instances from Glance images rather than Cinder volumes
to avoid this issue.
