Open Stack

I am currently working on Kilo-2015.1.4 release.
Nothing that I could find in nova/glance logs.

The following error is thrown in apache log-
Recoverable error: Cannot 'createImage' instance 68d86d84-6995-460f-xxxxxx
while it is in vm_state suspended (HTTP 409)

I have sufficient disk space. It is happening to all instances. Both for
admin and any other user.
