Per the documentation at

The following quote

Configure nova to use the nova-docker driver Note: neutron is the
default as of kilo

When I set up Devstack without docker (cloning latest devstack from
GitHub) I set up only one network interface per guide and the install
doesn't prompt for a second network interface which I believe is
required to run neutron.

So, is neutron really set up on Devstack by default?
