[Openstack] DHCP agent not attached to br-int

Hi,
after a suggestion by Vishal I tryed to move to Liberty, but I faced the
same problem.
I've copied the log of q-dhcp and it seems that it is unable to create the
tap interface. I had the same problem with kilo.

Anyone knows how to solve it?
