Now the time are in sync , but the issue is still exist.

Based on the checkin times in your post, it looks like time is out of sync between your nodes. The one reporting down is reporting time in the future. I would install ntp and make sure the clocks are in sync.

Can you run cinder-scheduler , volume service in debug mode and paste the logs.

Cinder_configarations :

my_ip : 10.130.98.97 (also tried 19.2168.21.108)
glance_host:10.130.98.97 (also tried 192.168.21.108)
iscsi_ip_address: 10.130.98.97 (also tried 192.168.21.108)
