[Openstack] Can not ping the tenant router gateway from host

Did you confirm that the openvswitch agent is running on that host? Run
'neutron agent-list' to make sure it's active. If it is, check the neutron
agent log (usually something like /var/log/neutron/openvswitch-agent.log)
for exceptions to see if it was having issues binding the port.
