Hi Kevin, According to your plan for tenant #1 #2 #3 and #2 is shared by Alice and Bob. It needs additional tool or middleware to limit users total usage by user's index. That's not in Swift tho. For your purpose, I think you can arrange #1 for Alice and #2 Bob. And set account quota on both accounts. And then create containers in #1 and #2 to do containers 2way-sync.
