Thanks for your reply, I meant I need to add a tab or change static part of horizon like css. 
As I have done this using devstack it allows to change/modify horizon UI,Like custom Dashboard.

What is it you are trying to achieve ? As far as i have experienced there isn't much you can tweak in Horizon configuration if you are using packstack to install.
