I have restored the moderation queue: every post from a 'watched' user
is held for moderation and need to be approved.

Until a few hours ago the site was in 'audit' mode, where the
moderation queue was showing posts from 'watched' users

'Watched' users are users whose posts are flagged and newly registered
ones. They become unwatched once their posts are approved or
deleted/banned by a moderator.

I thought that spam fell under the generic 'offensive' category, too,
but if others find it confusing I think we can easily change the label
to 'Report to moderator' (similar character count).
