Hi,
This happened to me once. Firstly, check neutron logs for any errors in /var/log/neutron/. If you see errors post them here.
Secondly, Verify that neutron dhcp is running. Verify that you have configured OpenStack Data Network correctly, verify VLAN/GRE (whichever applicable) configurations from physical switch and then restart neutron services on control and compute nodes. Restart the VM and it should get the IP. This worked for me. 
For further debugging you can use wireshark/tcpdump on the network interfaces/bridges on control and compute node during VM creation to see where the dhcp packet is getting dropped.

Subject: [Openstack] virtual machine not able to get ip address

hi,
I have configured 3 node setup with icehouse release. able to launch to instance . the instance is in active state with no errors ..but it is not reachable . 
It is not able to get ip address .. How can i debug forther ..
