[Openstack] neutron dhcp "scheduler" not working-icehouse

hi all,
        i have multiple network nodes (initially it was one and added one
more node to meet demand)
but what i noticed is "dhcp" namespaces are still created in old network
node while l3 scheduling is working as i can see router getting created on
new nodes.

Do i need to configure anything for the dhcp scheduler to work?despite this
issue everything is working.If i power off first network node then new dhcp
is not getting created on new node and hence instance's dhcp request is
failing.

What should i do to enable scheduling..?
