[Openstack] [DevStack] Keystone not restarting

As a relatively new DevStack / OpenStack developer ... how would we guess
usual workflow? :)

(I did figure out the local.conf => nova.conf push. The Devstack unstack /
rejoin / clean is still slightly foggy.)
