This is pretty much exactly the use case for Red Hat CloudForms. Just
like Fedora is the upstream from which Red Hat Enterprise Linux is
built, the upstream community for CloudForms is ManageIQ at
http://www.manageiq.org.

Have a look at

for the commercially supported version, and
http://manageiq.org/documentation/ for the community version.

The design goal is not necessarily importing and exporting VM images,
more creating cloud instance blueprints and deploying them in your
cloud provider environment (VMWare, Red Hat Enterprise Virtualization,
OpenStack, Amazon, etc.).
