I moved this to the user list, though in general ask.openstack.org is an 
even better place to ask.

No, the syntax is not right. The "resource" property should literally be 
the contents of a single resource definition, starting with type, 
properties &c. If you want a scaling unit that contains multiple 
resources, use a template resource (aka provider resource).
