[Openstack] [openstack][neutron] boot a VM with IPv6 address

Hello Nagaraju,

In OpenStack Neutron, IPv6 support isn't ready for prime yet but, I'm doing
it (manually) and I have it documented here:

Probably, in OpenStack Juno, IPv6 support will be ready in Neutron...
