[Openstack] multi-region setup

With one keystone returning all of the different regions endpoints in the service catalogue Horizon should be able to select a region from a drop down menu. For different keystones, you can specify in the horizon config a list of regions and keystone instances per region, but it is not a very good user experience and requires reauthenticating each time you change regions since the tokens are unique.
