[Openstack] Limit of tunnel_id_ranges in Neutron

I notice that there are flow_mod flows on OVS which handle 1-to-1
translations between VLAN IDs and GRE/VXLAN tunnel IDs. Does it mean the
range of tunnel_ids is limited by VLAN tags?
