[Openstack] floatting ip are not created

I don't see the phy-br-eth1 and the int-br-eth1 (vlan) or br-tun (gre).
I had a problem similar [1] with Ubuntu 14.04 and Havana, can you post the
content of /etc/default/neutron-server?
