It really depends on the particular change. Small, high-quality
patches for important problems are often merged quite quickly, while
others can take a while as the developer responds to comments and/or
CI failures.
I see that https://review.openstack.org/#/c/59578/ has been
under review since December, which is quite a long time, and has
comments pending since 6/24. It looks like it may be a while before
that particular change moves forward.
