This is quite possible and is quite common actually. Just configure each node how you would with bare metal. Remember to use QEMU for Openstack's virtualization since KVM is best for physical servers. For example: DevStack (www.devstack.org). Mirantis.com has a good set of VirtualBox scripts too (uses their free Fuel installer).
