Do you have OS_REGION_NAME variable set?

Thank you everyone for the suggestions.
I was trying Jon's suggestion. When I executed the command
neutron port-create testnetwork --fixed-ip ip_address=15.0.0.5 --mac-address fa:16:3e:00:00:01
I got a message saying:
Could not find Service or Region in Service Catalog
Is there anything wrong with my Openstack setup?
