[Openstack] Problem with dnsmasq - DHCPDISCOVER no address available

Hi All,
I have installed Grizzly with quantum and OVS-plugin. I'm using dnsmasq
and never had any problems with it until now. Dnsmasq is working fine in
most of the cases. But lately there were a few reports that dnsmasq is
not working entirely reliable. Sometimes dnsmasq claims that no address
is available for the specific mac-address, while other clients are still
receiving their addresses fine.
Details:
Used dnsmasq version is 2.59. The issue was recognized on Ubuntu 12.04 LTS.

What could be the problem? Have you seen similar behavior? If yes, how
did you fix this?
