[Openstack] SOLVED: neutron won't bind to 9696

for posterity:
looks like some package conflicts creeped into my setup. I have had to re-trace my steps and:
1. install yum-plugins-priorities
2. run yum distribution-synchronization
3. "just in case" installed openstack-selinux
after doing above on all nodes things are working as expected.
