[Openstack] failing to boot instance "message": "No valid host was found. There are not enough hosts available."

Hi,

I'm not familiar with devstack but at least you could check if the
package is installed on the controller node.

yum info openstack-nova-compute

should output a line like "Repo:   : installed"
