[Openstack] Update Swift to 1.9

   - Build the package by your self(The Swift-core PPA was deprecated) : Custom
   Debian Package<http://docs.openstack.org/developer/swift/debian_package_guide.html#instructions-for-building-debian-packages-for-swift>

   - From Ubuntu Cloud Archive repo :
CloudArchive<https://wiki.ubuntu.com/ServerTeam/CloudArchive>
   I check the current Havana-Staging includes 1.9.0, and 1.9.1 was
   proposed : Cloud Archive Team on
Launchpad<https://launchpad.net/~ubuntu-cloud-archive/+archive/havana-staging/+index?batch=75&memo=75&start=75>
