/var/log/keystone already exists and keystone.log had been created before.

and even if I change the mode into 777, the result still is the same.

make sure  /var/log/keystone exists
mkdir -p /var/log/keystone , maybe you have to pay attention to the dir mode bits.

Has anyone encountered “No handlers” error when executing “keystone user-role-add”?
