It appears either they got rid of their i386 dirs or they are down temporarily. Unfortunately devstack can't tell the difference between a repo it doesn't need (theforeman) and one it does (such as the main mirrors). When it detects an error in yum, it just bails out. Recommend just moving theforeman to the side or disabling that repo for a fast workaround.
