[Openstack] Havana +Neutron +Instance always in Scheduling

Hi All

   1. I had working setup with Havana and nova-network with multinode
   setup. I was able to create the instance and login etc. I wanted to try
   Neutron with following setup.
   2. Host1 - Controller, Compute, Neutron Server, Ovsplugin. This system
   had nova-network. I have stopped that service.
   3. Host2 - Compute
   4. Host3 - Neutron dhcp-agent.

When I create the instance it always stays in 'scheduling'.

Troubleshooting done.1. No errors observed in /var/log/nova*.log -
Checked on controller2. No errors observed in /var/log/neutron/*.log -
Checked on controller
3. No errors observed in /var/log/neutron/dhcp*.log - Checked on host3
which has only dhcp agent.
4. /var/log/libvirt/qemu/ does not have instance
5. /var/lib/nova/instances does not instance entry
6. If run 'nova console-log <id>', it displays the error saying
instance is not ready.
7. I have shutdown the nova-network on the controller.
8. /var/log/syslog does not have any error
9. dmesg command on ubuntu does not display any error.

I dont' see any errors anywhere. Any inputs on how to troubleshoot this ?
 Without any logs it is becoming difficult to troubleshoot
