It worked..!

I have created a network with LM2-PLugin with Openvswitch Mechanism Driver in place..

root at havana:~# neutron net-create netvlan
Created a new network:

You also need the proper group for the network_vlan_ranges config option, which belongs to the VlanTypeDriver:

[ml2_type_vlan]
network_vlan_ranges = physnet1:1:4094

I just checked the Configuration Manual, and noticed this is documented under ml2_type_flat rather than ml2_type_vlan, so I filed https://bugs.launchpad.net/openstack-manuals/+bug/1251780.
