[Openstack] Horizon Error

I don't know, all I can say for sure is that I had Horizon and its dependencies installed from the RDO Havana repo and everything was functioning normally, then following the updates I posted previously Horizon started throwing that 500 error which led me to this thread. Installing PBR fixed the problem, my question is if PBR is a requirement of Horizon, how was I running without it? It's just academic curiosity at this point, the problem is solved.
Thanks,
