[Openstack] No IP assigned to VM by DHCP

Hi,

I have a multi-node installation of OpenStack Havana, one controller node, one network node and at the moment only one compute node.
When creating a VM no IP is assigned by DHCP. It seems to be a problem with the openvswitch plugin on the controller node, it fails to start.
I also get a lot of error messages in my logs (controller node):

Any ideas? Do I need to set up a rpc backend?
