This has issue has been fixed by changing False as false.
COMPRESS_OFFLINE = false

Have a look in the Apache error logs, there should be more information about the error.

If this is a dev or test environment (not production), you could also set DEBUG to True in your local_settings.py to display more information when the error occurs.
