[Openstack] nova-manage service list issues

We'd hope that there was something output to one of the log files in this case.  Is there anything that seems suspicious?

Also, is this through a manual setup, or are you running devstack?

which means there is some issue in time synchronization with NTP. All the services

I can't boot an image with compute until the state of services are synchronized.

Please suggest.
