Hi,

I had the same problem. I found a solution in RDO Openstack forum.
link: http://openstack.redhat.com/forum/discussion/comment/561#Comment_561

1) stop quantum services and remove ports from ovs.

# ovs-vsctl del-port br-int xxxxx
# ovs-vsctl del-port br-ext xxxxx

It's cleaned up as:

# ovs-vsctl show
394e8a6b-a5e0-4fef-8f8f-506889aebfc1
    Bridge br-int
        Port br-int
            Interface br-int
                type: internal
    Bridge br-ex
        Port br-ex
            Interface br-ex
                type: internal
        Port "eth0"
            Interface "eth0"
    ovs_version: "1.10.0"

2) add ovs_use_veth = True in l3_agent.ini, dhcp_agent.ini and lbaas_agent.ini.
