Thank you all for your help.

On thing I am still not clear on is, do I have to enter IP information for variables like:?

FLOATING_RANGE=
FIXED_RANGE=
FIXED_NETWORK_SIZE=

My current localrc file contents looks like:
-------------------------------------------------
HOST_IP=10.12.7.25
ADMIN_PASSWORD=password
MYSQL_PASSWORD=password
RABBIT_PASSWORD=password
SERVICE_PASSWORD=password
SERVICE_TOKEN=password

disable_service n-net
enable_service q-svc
enable_service q-agt
enable_service q-dhcp
enable_service q-l3
enable_service q-meta
enable_service quantum
enable_service q-lbaas

enable_service ceilometer
enable_service ceilometer-acompute
enable_service ceilometer-acentral
enable_service ceilometer-collector
enable_service ceilometer-api
-------------------------------------------------

Thanks again for your help!

Small steps...make it work with only the static IP NIC first, then try
to use the second NIC as your VM network (assuming that is what you
want).

The config I posted is a near-equivalent to nova network's flat model.
