[Openstack] Share your localrc file for devstack

Hi Jake, 
what options did you use in your localrc?  If you have run the ./stack.sh you have to unstack it before you stack it again. In addition you have to check and see if your dnsmasq is running so there are a few things to check but overall devstack is pretty simple. Let me know if you have any questions..
