[Openstack] [Quantum] Error: Network list can not be retrieved.

Can you use ps and netstat to confirm that quantum-server is running and
listening on port 9696 on your controller node?   It seems like the quantum
IP and port provided to horizon to reach quantum do not point to a running
quantum server.
