[Openstack] Set up ryu plugin with quantum

Is the OpenStack official manual not useful?

Unfortunately I don't know how to migrate to Ryu plugin from other
plugin on a working system.
Please note about the API extensions that Ryu plugin does not support.
For example, Ryu plugin does not support Quota extension. If you have
already used a quota, it will be ignored after migrate to Ryu plugin.
