[Openstack] [metering] ceilometer database - mysql vs mongo

The mongodb driver is the only one in Havana that is feature complete.

In particular, the metaquery feature (i.e. the ability to compose queries
constrained on sample metadata) was not supported by the sqlalchemy driver
in Havana.

We plan to bring the sqlalchemy driver up to feature parity though during
Icehouse.
