[Openstack] [Heat] Problems with AutoScaling

How old is your heat client?
I think your issue may have been addressed by this commit from yesterday:
https://github.com/openstack/python-heatclient/commit/e259163d
To check, try:
$ cd /opt/stack/python-heatclient ; git show e259163d
# if the commit not found ...
$ git fetch ; git rebase origin/master
