[Openstack] hypervisor_type = QEMU even though KVM is installed and working

This isn't an indication of KVM or QEMU - see this bug:
https://bugs.launchpad.net/nova/+bug/1195361
Verify you're running KVM by checking libvirtd logs on your compute hosts.
