[Openstack] Grizzly release packages available in the Ubuntu Cloud Archive

If you've removed the Ubuntu theme you'll need to change the following in
"/etc/openstack-dashboard/local_settings.py" to get the default theme
working:

COMPRESS_OFFLINE = False

to

COMPRESS_OFFLINE = True
